What is the Magna Carta of Students’ Rights and Responsibilities?

The MAGNA CARTA or Great Charter of Students’ Rights and responsibilities is a binding document that enumerates the rights of students that the school administration should uphold at all times and the responsibilities students should likewise exercise.

What are the highlights of this New Magna Carta?

Emphasis on the Right against discrimination in educational institutions (Article 1, Section 3)

Emphasis on the Right to Consultation on courses evaluation, policy changes, teacher’s performance and our grades (Article 3, Section 4, #5)

Change of Schedule Initiated by the Teacher should be approved by the Registrar and with due consent of the students (Article 3, Section 4, #8)

Students shall not be obliged to attend any academic activity (make-up classes) during the university mandated and/or national holidays. (Article 3, Section 4, #8)

During Activity Hours, the students are not obliged to attend any academic activity (make-up classes). (Article 3, Section 4, #8)

Absences shall not be taken against the grades of the students unless they have gone over the prescribed number of allowable absences. (Article 3, Section 4, #9)

Involuntary Contributions from students are prohibited except those approved by the Director of Student Affairs or the Central Student Government as provided for by Memorandum No. 80, s. 1968 (Department Order No. 15, s. 1968); RA No 4206 as amended by RA No. 4725. (Article 3, Section 10, # 1)

Teachers should not require the purchase of tickets or the like as part of the academic requirement of a certain course. Failure to pay should not be held against the grade of the student. (Article 3, Section 10, # 2)

Students shall have the right to peaceably assemble and discus issues that directly affect them. The University shall ensure that right to freedom to peaceably assemble be upheld at all times. (Article 8, Section 4)

The students have the right to organize and initiate moves that formulate, modify or reject school policy affecting them directly through their official representatives who will then present the substance of the student’s initiative to official bodies for review and appropriate action. (Article 7, Section 4)

Students shall be informed of relevant and reasonable major requirements and projects (including timetable for submission) within the first three (3) weeks of the semester. However, if the teacher deems it necessary to add requirements, it should be with consent of the class and to be submitted within a reasonable amount of working time. (Article 3, section 4 #7,B)

Students shall have the right to refuse to take an examination that does not follow the Registrar’s regular final exam schedule and request for a reschedule without having to pay the delayed exam fee. (Article 3, section 4, #4)
